Note too that a TV means any equipment capable of receiving a television picture. So items such as computers, games consoles (with Tv), sky boxes, digi boxes etc all come under the same regulations. If you can watch TV on it -you must have a licence for that address - even if you don't actually have a television in the traditional sense.
If you cant afford it, then that's just tough in the TV licencing eyes.
From a benefits point of view,Tv is not considered a human necessity. I don't like paying for it either, but I do have a TV and I do enjoy watching it. Hence I pay for it like (almost) everyone else.
Thought... you used to be able to get a Black and White Tv licence which was much cheaper. So if you just had a small portable black and white TV it was cheaper than a full Colour licence.However with everything now going digital, an old black and white portable Tv would need to be plugged into a set top digi box, so that could be a dodgy issue even if they do still offer black and white licences (which I Very much doubt).
